Conflict and poverty — particularly in Syria — have left of the European Union confronting its worst refugee crisis since World War II. With  several nations reimposing border controls and political strains growing, what is behind this year’s almost unprecedented events. Does the EU have the political capability to manage them? And what will happen next year if calmer seas in the Mediterranean and ongoing fighting in the Middle East producers even greater flows?

Sir Michael Leigh: former head of EU enlargement and deputy head of foreign relations, now senior adviser at the German Marshall Fund and member of the PS21 International  Advisory Group.
